Executive Director's Operations Report

TRS Executive Director Buster Evans provided updates from each department at the agency. He briefed trustees on the Annual Comprehensive Financial Report (ACFR) audit, which took place in August and September, and lauded an article published by Pensions & Investments showing TRS having a 14.5% return, the highest FY2024 rate of any U.S. public pension system. Evans said the robust return rate can be attributed to the decision to invest more of TRS' assets in the public market and fewer assets in alternative investments. The Employers Retirement System of Georgia is second on the Pensions & Investments list with a return of 14.1%.


Evans also continued updates on teacher return-to-work metrics. In FY2025, 360 requests to return to work under the provisions of HB 385 have been approved so far, with 150 of these approvals being new approvals.


Fiduciary Net Position & FY 2025 Rate of Return

The TRS net position in July 2023 was $97,290,837,217.

  • The TRS net position in July 2024 was $108,394,272,409.

  • The TRS net position in August 2023 was $95,126,417,982.

  • The TRS net position in August 2024 was $110,229,484,716.


To date, TRS reports a 4.26% rate of return for FY2025.



Adoption of FY 2026 Budget

The board approved the final TRS budget proposals for FY2026.
