To date, TRS reports a 4.85% rate of return for FY25.

Executive Director's Report Includes Legislative Update

Evans provided trustees with an overview of TRS division activities in addition to a legislative update. He noted that, as 2025 is the first year of the new legislative biennium, retirement bills with a fiscal impact must be introduced this year but cannot be acted upon until next year because fiscal retirement bills require a study by the state auditor. Evans also predicted that attempts to extend the sunset date of the return-to-work provisions found in HB 385 (2022) are likely to be introduced. Passage of such a bill is a PAGE legislative priority as failure to extend the sunset date would result in the expiration of the current return-to-work program.
As of Jan. 10, 2025, 428 educators have taken part in this program, and special education is the largest category.

Actuarial Assumptions Recommendations

Edward Koebel, executive director of CavMac, an actuarial consulting firm, addressed CavMac’s five-year actuarial experience study of TRS. Based on study results, it was recommended that TRS modify several of its actuarial assumptions. The monetary effect of these changes is expected to be relatively minor.
No changes were recommend for the price inflation, real rate of return, and nominal investment return assumptions.


Communications & Outreach Expansion

Winston Buckey, director of the TRS Member Services division, provided an update on TRS outreach efforts. In addition to workshops and direct member communications, TRS produces a variety of publications. The agency has pages on various social media sites, a YouTube channel, and a podcast series. A TRS Instagram page is under development.
